This is a nearby market, where you can buy anything and everything. For a foreigner, a lot of cultural surprises can be found here (i.e. notice the cat on the meat counter?). It looks and smells different than we're used to in the grocery store back home! 
This man is delivering ice to the market, which the vendors will buy to cool their wares (usually only the fish and seafood vendors).
